1. Decide if you really want to have this kind of company. Then create one. Then make your company unique. And one way to make it unique is to pay people for using e-mail accounts provided by your company. You can pay them for every second they are logged in. You can pay them for every email they send.
2. The payment for people may be financial or artificial. You may pay people in some kind of graphic computer bricks, so they can build their own house in the internet, or some car parts, so they can build a car (maybe even in 3d).

The first question that probably some of you may ask is "why should we pay someone for something for which people usually pay us - so that instead of making money, we lose money?" And that's actually a good question - why pay for something which is to make money. The answer is simple - to make more. From here we move to the second question - how to earn more by the fact that we have users who we pay? The answer seems to be simple now - thanks to the fact that we have more users (more employees one may say) and more customers of our contracting party at the same time. As I tried to explain earlier, more users means more opportunity to present advertisements sent as a footer in emails. More employees (valuating sites, some kind of local experts in the specific domain), ensures that we can better profile advertising not only by showing receivers what they need, but also by displaying your ad in conjunction with the sender. The recipient of potential advertisement should rather trust more the 'expert' sender than some 'accidentally picked' sender, or broadcaster, or etc.
This idea requires rethinking how much fees for customers-employees you are able to pay to make it profitable, but that's a task for the specific department of your company. You can also think about how much you spend on advertising and if that advertising money couldn't be spent instead for paying more to customers-employees, because this type of advertising may be much better than billboards, advertising in traditional media, etc.
Making money on the accounts in connection with the advertising may be done by games "build your house / car, motorcycle". In such a game one can find the right products - such as a car brand x, home furnishings brand y, etc.. This way people will gain some objects virtually, and at the same time the brand will be present all the time. In the competition for the best house, car, etc., not only the user will see the brand, but also brand will be shown to other users. The exact method of the best competition can be created as needed. It is possible here not only to build virtual products (e.g. virtual car), but also letting people to earn money for the certain purpose (e.g. car). In this way, instead of paying people for the use of the service, you can offer companies, this way of advertising campaign financing. If you will pay people in products, it does not have to be only high-end product, but it could be washing powder, shampoo, cake, etc.
It is important to keep in mind that people like to compete, they like to gain, get or get paid.
And one other important matter. These ideas are suitable for the existing giants in the market and the companies that want to just start. Of course, for every company idea has to be slightly modified, so you could start from your strongest side, but I believe that these ideas are enough to create an appropriate strategy.
